WEBSITE TERMS & LEGAL NOTICE

These Website Terms & Legal Notice apply to the use of refugeeservices.ca, operated by Bullard Visa and Immigration Ltd. (“BVI”).

1. General Information

The information published on refugeeservices.ca is provided for general informational and educational purposes.

The website is designed to help visitors recognize immigration or refugee-related situations, identify potentially relevant documents or procedural stages, find appropriate BVI services and determine when professional review may be appropriate.

2. Not Individualized Professional Advice

General website content is not individualized immigration or legal advice and is not an assessment of your particular case.

Information that is accurate for one person may not apply to another because facts, dates, documents, immigration history, procedural posture and applicable law may differ.

Do not make a material immigration or refugee decision solely on the basis of general website content.

3. No Professional-Client Relationship From Website Use

Visiting the website, using a public screening tool, submitting information, sending an email, communicating through WhatsApp, beginning checkout or receiving an automated response does not by itself:

  • create a professional-client relationship;
  • mean that BVI has accepted your matter;
  • confirm that BVI will provide a particular service; or
  • confirm any immigration eligibility, remedy or outcome.

Where BVI agrees to provide professional services, the applicable scope and terms are confirmed separately through the professional service process.

4. Professional Services, Agreements and Payment

Where the website recommends or offers a paid professional service, BVI intends to provide the applicable service scope, deliverable and price before purchase.

For individualized professional services, the applicable written service agreement or retainer must be reviewed and accepted through the required process before payment and professional service activation.

The applicable written professional agreement governs the professional service, including its scope, responsibilities, fees and other relevant terms.

A website product description, checkout page or payment confirmation does not expand the scope stated in the applicable professional agreement.

If an agreement is accepted but the required payment is not completed, the service is not treated as activated unless BVI expressly confirms otherwise in writing.

5. Cancellations and Refunds

Any applicable cancellation, refund or payment terms for a professional service are governed by the relevant professional agreement, applicable law and any mandatory professional obligations.

Payment-provider or website-platform terms may also govern the mechanics of a transaction, but they do not replace or expand the professional service agreement.

6. Deadlines and Urgent Matters

Contacting BVI does not stop, suspend or extend:

  • a refugee hearing date;
  • a filing deadline;
  • a CBSA appointment;
  • a PRRA deadline;
  • a removal date; or
  • any other legal or procedural deadline.

If you have received an official document containing a date or deadline, continue to follow its instructions unless a retained professional advises you otherwise.

WhatsApp, email, website screening and checkout are not deadline-extension mechanisms.

7. Current Law, Policy and Procedure

Canadian immigration and refugee laws, regulations, policies, forms, procedures and administrative practices can change.

BVI seeks to base material public legal and procedural information on current authoritative sources, but a general webpage cannot determine the law or procedure applicable to every individual situation.

Material case decisions should be based on current professional review where appropriate.

8. Professional Scope

BVI accepts professional work only within its current authorized and competent scope.

The website should not be interpreted as an offer to provide every immigration, refugee, litigation or court service.

Where a required service or remedy falls outside BVI’s current scope, referral to an appropriate professional may be necessary.

9. Federal Court Matters

Unless BVI’s verified professional scope changes and the website is updated accordingly, Federal Court judicial review and stay representation are outside BVI’s current representation scope.

Where a Federal Court issue arises, referral to appropriate legal counsel may be required.

10. No Guarantees

BVI does not guarantee:

  • approval;
  • success;
  • a favourable decision;
  • a particular processing time; or
  • any specific immigration or refugee outcome.

Professional review may identify issues, evidence gaps, procedural risks and available options, but no representative can guarantee how an authority, officer or tribunal will decide a matter.

The current federal Code of Professional Conduct also prohibits a licensed immigration consultant from guaranteeing the success of an application or proceeding and from making false, misleading or inaccurate marketing representations. 

11. BVI Client Account

Where appropriate, professional intake, case information, documents and professional outputs are handled through a separate authenticated BVI Client Account or another specifically designated professional channel.

The public website, general email and WhatsApp are not intended to function as BVI’s complete professional Client File or document repository.

Do not send highly sensitive documents through a general public channel unless BVI specifically instructs you to do so.

12. WhatsApp and Email

WhatsApp and email are provided as communication channels, subject to their technical and privacy limitations.

WhatsApp is a secondary contact channel and is not intended as a substitute for structured professional intake.

Sending a message does not mean BVI has accepted your matter and does not stop or extend a deadline.

13. External Links

The website may link to government departments, tribunals, regulators and other third-party websites for information, verification or convenience.

BVI does not control those external websites and is not responsible for their availability, security, privacy practices or content.

A link does not imply endorsement unless expressly stated.

14. Professional Identity and Public Register

Professional services are provided by:

Visitors should verify current licence information through the College of Immigration and Citizenship Consultants Public Register.

Current federal professional-conduct rules require a licensee’s registered name to appear prominently in advertising and written advertising to include access to the College’s online Public Register. 

15. Website Use

You must not use refugeeservices.ca to:

  • transmit unlawful or malicious material;
  • interfere with website security or operation;
  • attempt unauthorized access to systems or accounts;
  • misrepresent your identity in a fraudulent manner; or
  • submit information or documents that you are not authorized to provide.

16. Website Availability and Changes

BVI does not guarantee uninterrupted availability of the website or any particular website feature.

Pages, services, prices, features and content may be changed, suspended or updated as BVI’s operations, professional scope, technology or applicable requirements change.

A website service should not be assumed available until the applicable service process confirms it.

17. Intellectual Property

Unless otherwise stated, original BVI website text, branding, diagrams, graphics and other BVI-created materials are owned by or used under authority of Bullard Visa and Immigration Ltd.

You may use publicly available website content for ordinary personal informational purposes.

You may not reproduce, republish, commercially exploit or represent BVI content as your own without permission, except as permitted by applicable law.

18. Privacy

Personal information submitted or generated through the website is handled in accordance with BVI’s Privacy Policy and applicable legal and professional obligations.

19. Conflict With a Professional Service Agreement

If these general website terms conflict with a written professional service agreement applicable to an active BVI matter, the professional service agreement governs the professional service to the extent of that conflict.

These website terms do not expand the professional scope of any service agreement.

20. Changes to These Terms

BVI may update these Website Terms & Legal Notice when the website, commercial process, professional services or applicable requirements change.

The current version will display its most recent Last updated date.
